I had the same issue and I reverted back to 1.5 modaco custom ROM (Hell Lot Faster than original)

I think you should install a rooted custom rom first. Those roms probably allow you to install other roms that aren't signed by htc.

I didnt. I renamed it as update.zip.

The ROM I use is the standard ROM that is provided via HTC's site ei version 1.5 of android. One thought that I have is that I need to upgrade to version 1.6 first?

You shouldn't unzip the zip file (Hero21 Community Signed v1.8 ROM) before you rezip it to rename it as update.zipâ€¦

I tried this, but my Hero wrote that the files was not signed. Could that be because I dont have a MoDaCo ROM installed?

I tried to do this but my Hero reported that files where not signed. I had the standard ROM from HTC installed and not the MoDaCo as you describe. Could that be the issue?
